The University of Illinois information technology (IT) governance structures focus on these primary areas:
- design and implement a system of input and strategic decision-making
- determine what decisions the governance structures make
- create processes for investment and prioritization
- ensure collaborative design of services and infrastructure
- provide a mechanism for communication, reporting, and performance measurement
IT Governance Projects
Administrative Review and Restructuring (ARR)
The Administrative Review and Restructuring (ARR) initiative was started in November 2009 in order to address the financial challenges facing the University. In November 2009, President Ikenberry established a working group to conduct a broad scale review of administrative structures and services at the University with the aim of improving performance and reducing costs. After extensive study the University-wide working group recommended a broad set of reforms and changes to achieve these goals. The recommendations of the Working Group were presented to the Board of Trustees in May 2010 and the full report was shared with the University community in June 2010.
IT@Illinois
The IT@Illinois initiative is dedicated to advancing research, education, and public service by making every potential contributor the center of an unbounded personal network of social and technical resources. The IT@Illinois initiative goals are to: 1) reshape IT resources and investments to better support 21st Century scholarly practice; 2) reduce overall cost of IT through elimination of duplication and improve support for mission activities through shift of resources from lower-value activity to higher-value activity; and 3) reduce bureaucracy and increase agility.
Stewarding Excellence
Through the Stewarding Excellence initiative, an IT working team was created to review five service areas to examine the effectiveness and efficiency of each set of services and to recommend ways in which each service can be offered across campus more effectively and at lower costs.
University Level IT Governance
University Technology Management Team (UTMT)
The University Technology Management Team (UTMT) articulates the Information Technology strategic direction for the University of Illinois in areas where strategic directions are common for all campuses.
Administrative Review and Restructuring (ARR) Implementation Steering Committee
The ARR Implementation Steering Committee is chaired by the President, includes the University's three Vice President/Chancellors, the Vice Presidents of the University, and the Chair of the University Senates Conference. Under the direction of the Steering Committee the implementation efforts are being carried out by functional teams who lead specific initiatives in different administrative areas. The teams, with membership from across the University, are responsible for engaging with content experts and stakeholders, developing detailed implementation plans, and completing specific projects to improve services.
Information Technology Priorities Committee (ITPC)
The Information Technology Priorities Committee (ITPC) is the primary body that is responsible for evaluating administrative information technology initiatives from project inception through the end of a project's lifecycle.
Campus Level IT Governance
University of Illinois at Urbana Champaign (UIUC)
IT Governance Committee
A planning committee was formed in the summer of 2011 to develop an IT governance structure, roles, and responsibilities at the University of Illinois at Urbana-Champaign. On October 25, 2011, the Provost formally accepted the planning committee's report and efforts are underway to begin forming the IT goverance structure. IT Council
The IT Council will operate within, and leverage the framework of, the campus IT governance process. The IT Council is responsible for providing key background information and recommendations to the IT Governance Committee and for ensuring the implementation of decisions made through the IT governance process.
University of Illinois at Chicago (UIC)
Information Technology Governance Council
The Task Force on Information Technology at UIC completed its report in December 2010. The primary recommendation was to create a Governance Council, reporting to the Provost, with multiple subcommittees and expertise in a range of functional areas. University of Illinois at Springfield (UIS)
Academic Technology Committee
The Academic Technology Committee reviews policies involving academic computing and other technological services and works with other committees and groups within the campus community to monitor budget and planning implications of developments in this rapidly changing area.
Dean's Council
The Dean’s Council provides advice and counsel to the Provost and Information Technology Services regarding the educational aspects of information technology and its support at UIS. Membership consists of the Deans, Vice Chancellor for Academic Affairs and Provost, Associate Vice Chancellors, Executive Director of the Center for State Policy and Leadership, and Associate Provost/Director of Business & Financial Analysis.
ITS Management Team
The ITS Management Team consists of the Associate Provost & CIO, the Director of Educational Technology, and the Director of Network & Information Security Services. The team meets each week to resolve issues, set directions and priorities, and to review projects.
